No it actually began because Americans were such bad shots in the Civil War. 1000 shots for every Confederate hit. That's a lot of wasted ammunition. It's initial goal was marksmanship and gun safety. It became a gun control advocacy group in the 1960s around the time of Huey Newton and blacks openly carrying and they supported the laws Reagan signed as CA governor.
