Then Minwu kills it in 2 turns and Rem kills it in 3. Minwu probably will get 2 turns before Rem gets 3 no matter what the cast speed is because her speed boost isn't potent enough to get her 3 turns to his 2. Like I get what you're saying and in MOST use cases it makes sense but here's you're just not using logic and are blindly going for tier lists because her overall DPS is higher. --- No problem!
