There is a rent cap on multi units in California (which was also expended to all rentals during the pandemic). The most they can legally ever raise rent on TC would be 5%+CPI which would be like 6% right now and do that every year. That landlord would never get market rent. TC did them a huge favor Yeah I touched on that in my previous post.
