It's very sneaky of MiHoYo to tie Raiden Shogun's real power to a low constellation rather than C6 turning her into a monster.

At C0, she's just a solid support that doesn't do as much damage as say C5 Fischl but doesn't require repositionion and 100% uptime on reactions. For Eula players, Raiden is a huge bonus to have. Likewise you can go heavy EM Raiden and try Overload builds with pyro characters or electro charged with Tartaglia. A good character but not gamebreaking like Kazuha. To me he's still probably the best character since Ganyu.
At C2 Raiden's value as a Sub-DPS skyrockets as that 60% ignore defense on her burst is insane. I'm talking C6 Xiao levels of power. If you go a bit more and get C3 her burst gets another 20% more damage. C4 and C6 are good but you don't need them. Say if C2 and C4 were swapped I would be annoyed that would make her too much pay to win. C2 is realistically for dolphins and F2P hoarders if you get lucky. I'd say the grasscutter isn't absolutely required because The Catch is honestly quite overpowered for a free to play option so players aren't pressured to roll on the weapon banner like they were for Ayaka.

If that is too much to read then all I'll say is that MiHoYo, just buff electro reactions and Raiden is perfectly fine and doesn't need direct buffs.
