That's up to you to decide, as it depends on what you are going for! If you are trying to beat every stage, obviously clouds negate that. P-wings aren't exactly a guarantee since they just won't work well on some stages, and the ones that they do, whether you consider pressing 1 button over and over to be cheating is up to you. Once you get into questions like that, you can make a case for "is every powerup cheating?", which just gets into making up your own challenges. Which is fun to do for games anyway!
