If Newsom loses the recall, some wackjob with 20% could actually win, but an anti-recall Democrat running as a backup could beat that pretty easily. Are California Dems just being that cocky? Yeah, the reason is that Dems want to portray this as "Newsom vs a Republican" instead of "Newsom vs [insert your favorite candidate]."
