To be "white" you had to be Anglo-Saxon or Germanic. I guess as racism became less acceptable they had to expand their definition of "white" to recruit more racists. Fun fact: The term "paddy wagon" (slang for a police van) has racist origins. In the 19th century "Paddy" was an ethnic slur for the Irish, and at the time over half of the people arrested in New York were Irish.
