The pandemic planning started back in the Bush [W] administration, unfortunately it was thrown out the window by the previous administration because Obama strengthened the pandemic plan he was left with to the point that all the previous administration had to do was say "Go." But since Obama was involved in any way shape or form, the 45th POTUS revoked the security clearances of the individuals who should have been running things, while promoting a drug that had no (and often negative) effect on treating covid patients, that 45 was also profiting off of.
