false. At the BARE MINIMUM. They have reasonable suspicion on him. Meaning they are able to conduct a lawful investigation on him. Up to 60 minutes. Please look up the Supreme Court case Terry Stop. When I said your were wrong last post. He is being detained. What you are watching is him being detained. But because of his nature they stood at a reasonable distance. The cops did it right.
