I believe this could actually be constitutional for states to do, because voting is not actually a right established under the U.S. Constitution (like free speech or gun ownership). States are allowed to discriminate for non-prohibited reasons against non-protected classes. For example, states could enter registered voters into a lottery and randomly select 10% of them to be eligible to vote.

There may possibly be a right to autonomy in making healthcare decisions for oneself, although it isn't expressly stated in the Constitution. I think most conservatives think the cases supporting that position were wrongly decided anyway.
