It's basically saying "hey, if there's another pandemic, don't get the vaccine right away, because if you wait long enough we'll pay you to get it". Either don't do this, or offer it to the already-vaccinated as well. If there isn't enough $ to go it around, do it as a lottery-type thing (with already-vaccinated people being eligible to win too, still) instead of a guaranteed payment.
