Yeah this is a good point though. It's basically saying "hey, if there's another pandemic, don't get the vaccine right away, because if you wait long enough we'll pay you to get it". Either don't do this, or offer it to the already-vaccinated as well. If there isn't enough $ to go it around, do it as a lottery-type thing (with already-vaccinated people being eligible to win too, still) instead of a guaranteed payment.

I'm very, very okay with that approach too, as long as sufficient provision is there for (a) those who have medical (not conspiracy / religious) reasons they cannot be vaccinated, and (b) people who are not able to access the vaccine, although I believe that in America that's only under-12s now? (Over here it's still a lot of people.)
