I have decided that 12: Seiyaryu will be moved up a number of spots where I will do a writeup, so consider the 12 and 11 slots to be occupied by Starving Venom and Gandora X respectively. Hence this monster will be the new #10.

10: Chaos Dragon Levianeer



This is imo, the spiritual successor to the infamous Chaos Emperor Dragon.

Usability: 9/10
This card sees some successful play in both the TCG and Duel links I believe, particularly in the Thunder Dragon engine. The summon requirement is very easy, and Thunder Dragons have ways to recoup those banished monsters for advantage so it's hardly even a cost. As for the effects, all 3 of these are very useful. Special summoning a level 8 monster would give you 2 level 8s for you to go into rank 8 xyzs plays. We've already discussed how powerful interacting with your opponent's hand is. Destroying 2 cards is also very good, especially since it does not target which can get rid of cards that might be immune to targeting but not the effects themselves, or just help you clear out spell/trap cards. The 3000 atk is also very good, though it means a little less and gets a point off for not being able to use it immediately. But this just a really really good card.

Design: 9/10
I do think it resembles somewhat the Chaos Emperor Dragon, and I especially love the ball of chaos it's about to unleash on some poor unlucky soul. I also really like all the horns on it and how the wings curl around in such a way that it helps concentrate the chaos energy. CHAOS CONTROL!

This gets points just for resembling chaos emperor dragon and being a successor to it, and a good one at that, even though I've never owned or used the card (it's pretty hard to get in duel links).

Total score: 20/30
I have toyed around with playing full on thunder dragons at various points, and since they are called "Dragons" even though they're thunder type I would have no compunction against playing this card in that deck.
