To elaborate, and I will give my job as an example

Wage difference can be a factor of many things and automatically assuming "she earned less because she is female" is wrong
As a System Administrator that got promoted from a Helpdesk support agent I can tell you that wage difference be be caused from those reasons as well - among others I do not list
1.My initial wage I requested was extermely low (like, minimum wage low)
2.I started off as a outsource worker
3.I didn't ask for raises
4.Inflation cause new workers to earn/ask for more money over the years
Combine all those and I am still getting paid less than a Helpdesk Support Agent in the same organization

As for "the male got promoted instead of me"
Helpdesk support agents are being gauged by -
1.The amount of tickets they close
2.How people are satisfied by their service

Now you know me I am not the nicest person around so yeah..I didn't get enough good feedbacks. But I am with much more technology knowledge than the other helpdesk agents and I got promoted
I also didn't have a high amount of closed tickets because I was assigned for "harder" problems they couldn't fix

So imagine this scenario-
A female helpdesk support agent complains that I got promoted instead of her
She states that she has more positive feedbacks than I do and also close a lot more tickets and the only reason I got promoted instead of her is because of gender discrimination. She doesn't state the fact that she doesn't have a good technical knowledge.
Now you paint this picture, add fuel to the (justified) fire that there actually is a gender discrimination in the company, and suddenly nobody ever cares about checking the facts and just assume that this is really caused by a gender discrimination
