Sauron and Celebrimbor forged the Nine and the Seven together.

Then Celebrimbor basically went off and forged the Three on his own, while Sauron returned to Mordor to forge the One.

Because Sauron had no part in the making of the Three they weren't as corrupt (and because they were forged last they were the greatest works of Celebrimbor's skill), and could do good things (and they were at the root of the protections cast around Rivendell and Lothlorien), but even so they were forged using his lore, and thus were still bound to the One.

If Sauron had recovered the One Ring (and with it, the greater part of his own power), he would have had full mastery over the Three as well. But with the destruction of the One Ring, all other Rings, including the Three, fade and lose all their power.

It is mentioned that there are other, lesser rings (hence the difference between capital "R" Ring and lowercase "r" ring), but it's never explicitly mentioned whether or not those are tied to the One Ring as well.
