Yes, you can technically draw the game to move on, but having a soft-lock available in your standard format isn't particularly ideal either way It's actually happened at least once before with Oblivion Ring! It was MUCH harder to pull off though so they didn't need to take any action, and then they later replaced it with Banishing Light once it rotated.
