Regardless, pants should definitely be used while hiking. It doesn't stop these things, but it does absolutely limit them to some degree. More-so if they're tucked into your boots. It helps for sure.

Shorts open up a huge range of issues, the most obvious is poison ivy or something along with many little scratches that jean pants or something would prevent. Hiking and shorts doesn't work that well together even if they can be more comfy. Unless of course you're just walking on a huge open trail. If you gotta go through woods...not the best choice.
