You already had a number of Republican Senators before the 2016 election (hell, I think even McCain was one of them) saying they would not allow Clinton to fill any vacancies - including the already vacant seat they were holding up for a historic amount of time already. It really depends on how hardball McConnell played it. Like maybe the Romney/Collins/Murkowski crew crosses over and puts it over 50 for Garland/a moderate for RBG... but like also maybe McConnell reinstates the judicial filibuster to get ahead of that and they just pretend "welp we couldn't get to 60 how sad." I'm just saying that no Democratic Party could do shit about it.
