Because it isn't. As in your own situation you only cared about weight. You will never tell someone I was using 9 liters of water. And if you ever did the immediate question would be, so how much did that weigh because they aren't doing the conversion and only the weight matters for the story

The point is, I was able to easily able to estimate weight when incomplete information was given
