One is a unit of volume and one is a unit of weight so I dont see why youd expect it to be that way.

Other factors like temperature, pressure and density aside of course.

Because it does in the imperial system and the metric system (within a ridiculously small margin of error).

In the US system 1 fl oz of water is ~1.04 oz. In the Imperial system 1 fl oz of water is ~0.999 oz.
