I feel like this is the wrong reason, but how could an ounce of water weigh exactly one ounce when it needs to be in a container that has weight in order to weigh it?
You weigh the container separately and then subtract the weight.

Fluid ounces are a measure of volume anyway not weight. A gallon of milk is the exact same size as a gallon of water but they weigh different.
