Let's see... the original Scare Tactics was 2003-2005, which was before ECW (Edge won the WWE Championship at New Year's Revolution 2006, ECW came back later that year -- with RVD later winning the WWE title that same year and spinning it off to create the ECW title).

Scare Tactics then came back in 2008 and ran until 2013. ECW ran from 2006 and was apparently discontinued in 2010. I guess that would mean sometime between 2008 and 2010, which only eliminates two years. Unfortunately, those two years happen to be the years I was watching. Bobby Lashley had won the title in this absolutely awful match against Big Show (in fact, the PPV it happened at -- December to Dismember -- was roundly criticized and went so poorly that Heyman was removed from ECW (despite the fact that 90% of the problems were Vince's meddling and WWE "creative")) and I'd stopped watching in early 2007 as a result because I figured they were *never* going to push CM Punk and instead were just going to dick around with the main WWE talent so the brand was always going to suck (which, at the time, was a fair assessment because they took the title from RVD to give it to Big Show (wtf?), all so they could have Lashley -- who wasn't ready -- win it)

At that point, I was just done with wrestling again. I'd only been watching from maybe some point in 2004 or 2005 when my cousin got into it (he was a big JBL fan -- and now he lives in Texas, go figure) and, at that time, disliked Cena (which I still kinda do) but I also wasn't an Edge fan just yet because I saw him as taking a spot from Kurt Angle (and Chris Masters, who I had hoped would win the Elimination Chamber that year). Even at the time, though, I enjoyed that goofy home invasion angle and I love the moment he won the title. And his version of the spinner belt might be my favorite incarnation of the title.

By the time I did finally get back to it, CM Punk had already left the company (and the news surrounding his departure might have been what got me interested again, because I hadn't thought he'd ever be used in a main event role). I guess that would be very early 2014. That lasted until either October 2016 or 2017 when I fell behind on the shows and never bothered getting back to them.

Anyway, I'd stopped watching wrestling by 2008 (when Scare Tactics came back with Tracy Morgan as the host), so I can't help. I also wouldn't be much help with Scare Tactics, since I didn't watch much of Tracy Morgan's run. That was just weirdly off-brand casting for a host.
