Heroes have either been very strong or straight up bad for a long time in the format and it's only when things are like super out of hand do they get hit. I've seen a lot of content creators wondering why it's like this, and I'm pretty sure it's designed this way to get players to feel forced to spend gold/money on the perk every set.
