The top step is a large flat platform and the rails extend up past the top then wrap around as a guardrail. You can stand comfortably at the top and face any direction safely. The ladders are made of fiberglass, so they're safer to use around electricity than aluminum, and they're rated at 300 pounds (375 for their top end models). They're available in up to 14 foot. They're a wee bit more expensive, but I think it's worth it.
