They seem to have starting pity timers at 10, like every other type of pack, meaning you're guaranteed a legendary in the first 10 packs (averaging a legendary in 5.5 packs). They are buyable with gold (so I just bought them one at a time until I hit a legendary from each). I was so confused then I looked at the shop and was like, let's try one and got ETC, cool.
