This of course leads us to the inevitable conclusion that when silly hats become the norm, they are no longer silly, and therefore in contravention of the law. This will start a silly arms (head?) race, with each person buying bigger and sillier hats in order to stay compliant with the law, while constantly worrying that their silliness is actually normal, and therefore in contravention of the law.

Then eventually, the silliest hats of all will be hats we don't consider even remotely silly today, like some sort of hipster haberdashery feedback loop.
