It depends on the severity of the bullying, but ultimately the failure rests on the school for letting it get that bad.

You can talk a mean game about the bullied kid taking responsibility for murder, considering that no one act their bully committed against them can be comparable to murder - outside of a few very severe crimes that are up there, like rape or dismemberment - but acts of bullying add up and it stunts the growth of a kid who already sorely needs socialisation and friends to catch up on the social skills they've lost through bullying and ostracization. That bully probably faced little to no accountability for what they did to the kid who snapped and killed them, and that's on the school administration.

There's no innocent party, everyone has blood on their hands. The only one that can't be called a victim here is the school, and it's due to their lack of action that the bullying - and the subsequent murder - took place.
