And Israeli people are allowed to leave. The UN, HRW, Amnesty international, etc monitor this issue continuously and find that it is in fact the IDF who are using Palestinians as human shields. You realize most military bases are located in close proximity to civilian centers, right? Also, theres a difference between having a command center near a civilian location, and launching rockets from hospitals and schools.
