I think it's also important to identify socialism as an end or as part of Marx's historical dialectic. In the dialectic, socialism is a process towards pure Communism -- the end of the dialectic in which the components of the state completely wither and die.

Outside the dialectic, socialism is purely an economic system in which vary levels and elements of wealth/goods are redistributed based on political/policy level government philosophies of the state which implements the system. Most countries are mixed, including the US, with various levels of what would considered socialist policies.
