Also this is because disengaging from the boss as melee is supposed to be heavily punished, but using cooldowns asap (even GCD ones) should be rewarded. And you can't really plan out where you'll be in your combo when cooldowns occur, especially on jobs like Ninja which involves 15 seconds of dropping what you're doing to spam every resource you have.

It's different by job but generally this works out to it not even being worth it to use the ranged skill unless you're leaving the boss for 2-3+ GCDs (so like, 5 seconds) or have no combo up.
