Yes you can ignore the attack talent, however there is a period of time where Noelle only does physical damage until her Ult charges. Increasing that talent will improve her damage while her ult is down. Interestingly, though, Noelle is one of the few characters who can switch out with her Ult active, and it will be still active when she switches back in.
