Most of them don't even live in Gaza and it's not like the civillians that do have a say in how things are run. Hamas launching an attack doesn't make all Palestinians responsible for it. I mean look at the size of Gaza sometime compared to the rest of Palestine and realize that's the extent of Hamas control and again the civillians there do not have a say in where or when rockets will be launched.
