You might have been too late, there is a slight delay between pressing the button and receiving the buff and registering the damage for all of your cooldowns. It happens. Also if the damage is not enough to eat the entire shield you don't get the proc which is likely to occur in unsynced content. I can't think of anything in A8 that would ignore shields.
