For public health, there's a lot more at stake than personal considerations, so leaving it entirely up to personal choice is going to run into some problems. You might have a better excuse for your fascistic policy suggestions if not for the fact that there's already been widespread vaccination and the biggest thing that held back vaccinations was the rollout and supply issues.
