On one hand, this is extremely unfair to studios that were developing Vita games that had every reason to believe they'd be able to release those games, who may never be able to recover what they invested into those products that will have to be cancelled. They absolutely should have had more notice of that, and it is very wrong of Sony to keep this information from them (presumably so it wouldn't leak and hurt their share prices).

On the other hand, though, I really question why anyone would be developing a Vita exclusive later than about 2016. It's been extremely obvious for several years now that the system was never going to amass a significant install base, so developing anything with any commercial value for it was inevitably going to be a waste of time. As much as they're victims of Sony's poor communication, I can't help but feel like starting those games was a bad idea in the first place.
