Scream revitalized the slasher genre, not all of horror. There were tons of prominent slasher movies(and even more less prominent) following scream's revitalization and twisting of the formula. The Faculty, Urban Legends, I Know What You Did Last Summer, Halloween H20, all were heavily inspired by the more grounded take that Scream brought to the genre. There's extremely good reason that Craven is considered one of the best horror directors of all time.

Every film you named is an awful movie. Pretty cool that Scream helped influence tons of bad movies, and harkened the worst era for horror film arguably in the entire history of the medium? I don't know what criteria and conventions are being used to define the slasher subgenre - but I'm sure that it was never dead.
And Wes Craven had Last House on the Left, People Under the Stairs, and Nightmare on Elm Street. Then everything else was average at best.
