You do not need money to level crafting unless you want to truly go about it the laziest and fastest way possible (saving up leves, buying the mats for the leves off the marketboard and turning them in) Just do the crafting beast tribes and Ishgardian Restoration to level. It will be slower but will cost you practically nothing in terms of money. You also can make money practically every step of the way as a crafter, especially if you level gathering at the same time. You do not need to be max level.
