The 2nd outfit (which unlocks at 4 stars for an SSR and 3 stars for an R or SR, not sure about N rarity girls) appears to just be a re-color with only minor visual changes otherwise, but the 3rd (which unlocks at 5 stars and I've only unlocked for Iris) seems to noticeably change the outfit. You can also change back to the older ones any time if you prefer.
