Instead, they're going to allow JP players to do a one-way data transfer to global if they want, but certain items (mostly items from collab events, the Hololive fans are gonna be pissed) won't transfer over and players will receive compensation for items that won't follow them to the global server. So the players who caved and were already playing on JP lose because they either have to keep playing JP or potentially give up some of their stuff (some of which they may have spent money for) that won't transfer over. Then the players who were waiting for the ability to play in English to start playing also lose because the global server won't have the safety/security of being the same server as JP like they thought it would, and (unless this game has a similar bracket system to PriConne that's based on when you started playing) they'll have to deal with players who have a six month head start on them having a big advantage in any sort of ranked score modes. The only bright side is that items that were limited to certain events that already happened in the JP server will be in the normal gacha pool in the global version, and those events themselves will likely be re-run later at some point.
