There are just a large number of ways in which we could boost public perception, though they run counter to the goals of most news agencies. As for the first, not to be rude, but i don't really care what your intuition says! If you check out the KFF dashboard on vaccines, you can see that the "wait and see group" has steadily been dropping as people get vaccinated, which is exactly as you'd expect. The number of people who say they won't get it or will only get it if it's required has been more much durable. It may be true the media could do a better job, but the decline in hesitancy among the group that are actually hesitant, and the big disparities between groups (the biggest one, at I noted, being registered republicans) hardly point to the media being a bigger problem than hyperpartisan thinking like in the op
