There's always a chance that the recruitment can ignore one or more of the tags you put in, which is what happened to you in those situations. But if all the tags you chose go through (which happens more often than not if there's a character that matches that combination) then those combinations 100% guarantee that character because they're literally the only character who has that combination of tags.
