For Ring a Bell specifically, I feel like I actually went on an adventure one year tracking down the origin date and found it was released as a single like... a few days before Vesperia which made it more complicated but I may be mixing it up with another song. As far as I remember though: If the song's first appearance was in, or simultaneous, with a game - even if it was also/later released as a single/on an album by the artist, it's fine. If it wasn't, then probably not. I suspect there may be some gray areas where the song was released as a single like right before the game (like within a week or two) where you might have room to argue.
