I dont think so. Obviously Obama would have the final say but from what I understand, Biden was very heavily involved in the middle east strategy. Certainly was responsible for some bad calls.

This is focused on Iraq and not Afghanistan but it does demonstrate that Biden had real foreign policy influence. I don't mean to lump all these countries and incidents together but I'd say it's more than fair to put a decent chunk of blame on Biden for the general Obama-era foreign policy.
