It's not a matter of "any time," some states have laws for repeat offenses and may euthanize after one severe offense. Generally when *any* bite happens, a dog can be taken from the owner but that's usually because a complaint is filed. Very few people are going to file a complaint against the president, unless that president is Trump at which point they'll look for anything they can find... which is probably why Trump didn't have pets.

Being nipped at by a dog isn't the same as having a dog lock onto your leg and shake it. Even if a dog bites you and draws blood - the dog isn't bloody sent off to the gallows.
