Yeah, I agree. There's a major housing shortage in a lot of markets and while I am generally cool with business ventures, that's not the case when it's objectively exploitative. The laws need to be written in a way that some billionaires can't just buy up all the houses. Be it gouging people because of a manufactured shortage or even buying them as an investment and letting them sit empty. I'm fine with anyone buying up patches of land outside city limits to sit on, but there are tons of vacant houses some overseas guys just lock down and never use and it messes up the market really badly.

I think you should be able to buy the apartment complexes just like house cheap ones. And it happens in some cases already, apparently... As for the lot, you can do it a few different ways. One way is the charge everyone who lives on that lot to do it. Which means they all have to work together. You could even make it part of the ownership agreement. Another way is to sell the lots with a specific room. The only problem is that people who don't have to clean will be a problem. You could also give it to the city to clean. Like how the city cuts the grass around places of employment in my city. Just give them the job of keeping the lot clean. There are plenty of other ways, as well...

I bring up apartment complexes, because many of them are run by big corporations who have multiple complexes as well.

I'd probably rather them be sold as houses. Or, run by someone who lives there, but who doesn't gouge customers just to become rich. They make enough so that they can pay the buildings rent, still live comfortably, and fix all issues in the building. Though, there are things tenants would need to do on their own. But that's just how I feel...
