Waiting for a Zelda Direct to announce DLC is really the only explanation I can think of. The first HW already had the season pass available to buy when it launched (though the content itself rolled out over about a year or so), so it's kind of baffling that there's been no mention of it for AoC. I'm guessing, as you said, they didn't expect it to perform as well as it did, possibly because HWDE didn't sell at that well (the original sold 1.26 million, the 3DS and Switch remakes only sold half a million each, though even that apparently exceeded K-T's expectations for the Switch one), but Warriors games are usually so saturated with DLC that I still would have expected at least something. It's also possible that Nintendo (having been more closely involved in this than in the last one) has kept them from announcing DLC yet for the sake of saving it for the presumptive Direct and/or to support their image of being good about DLC.
