Cori Bush is an excellent lawmaker. But she also lives in a Red State. Meaning she'd be capped at 12 years. Meanwhile, Ted Cruz is in texas so he can serve 12 years in congress, and 12 in the senate. Also, just because you represent your district well, doesn't mean the rest of the state leans your way. It's really limiting, and I don't think it really solves any issues.
