It's not common practice to turn it off completely for something like that. In fact, it's a little silly under most circumstances. I somewhat wonder if she even had her car in park and whether it was just a matter that she had her foot on the brake (which then hit the accelerator) when she was trying that.

Maybe something for the toll booths to consider?

Unless there's an enforcement mechanism, people usually don't really take signs like those seriously and kinda ignore them, if they notice them at all (which they might the first few times they go to a place, then not pay them any attention afterward).
