I would argue that democracy just means deliberation between parties that are not operating under the same organization, unless that organization also happens to be the entire citizenry, I guesssee, I think that can be part of it. but it's not the whole picture. I think the parties, however many there are, have to actually operate in the interest of the citizenry. the major parties in Canada do not do this.
