You can't spend twenty minutes telling people over and over that he and they were robbed, that the election was a fraud, that they need to fight for their rights, that they need to march, that they can't take no for an answer, that they can't be weak, and that they are losing their rights, and then at the very end slip in "peacefully" to try and have something to point to when people call you on inciting a riot. The capital was already being breached and the ex head of the dc police was calling for national guard 5 minutes before trump was even done speaking. Not to mention he was speaking over a 40 minute walk away from the capital.
